U.S. Term Limits announced that former Maine State Senator and Bangor Mayor Joe Baldacci will serve as Maine State Chair for the organization, placing a figure with decades of municipal and legislative experience at the front of its effort to enact congressional term limits. The appointment matters because it signals that the national advocacy group is investing in Maine-based leadership to build grassroots support for a constitutional reform that would cap how long members of Congress may remain in office.
Baldacci, a longtime supporter of congressional term limits as part of broader political reform, framed the issue as a matter of accountability and representative government. "Public service should be about serving your neighbors and your community—not building a lifetime career in Washington," he said. "Term limits can help bring new voices, fresh ideas, and greater accountability to Congress." He added that Maine people expect government to work for them rather than for powerful special interests or entrenched political insiders, calling term limits an important part of restoring that balance.
The announcement carries weight beyond a single appointment. U.S. Term Limits describes itself as the nation's largest grassroots advocacy organization dedicated to establishing term limits at all levels of government, particularly for Congress, and it works with citizens and lawmakers across the country to advance constitutional reforms aimed at increasing accountability, encouraging citizen legislators, and restoring trust in government. Recruiting a former state senator and two-term mayor gives the organization a recognizable local voice as it seeks to convert public frustration with Washington into organized support.
Baldacci's background illustrates the profile the group is promoting. Born and raised in Bangor, he grew up working in his family's restaurant alongside seven siblings, attended Bangor public schools, the University of Maine, and the University of Maine School of Law, and established a general law practice in the early 1990s. He was elected four times to the Bangor City Council and served two terms as Mayor, focusing on economic development and protecting school funding, public health, law enforcement, and infrastructure. In 2020 he was elected to the Maine State Senate and was reelected in 2022 and 2024 to represent Bangor and Hermon, concentrating on seniors and health care, teachers and public schools, property taxpayers, and working families. He chaired the State and Local Government Committee and the Inland Fisheries and Wildlife Committee during the 132nd Legislature.
Philip Blumel, President of U.S. Term Limits, said Baldacci's experience at both local and state levels and his understanding of genuine public service make him a strong advocate, expressing confidence that his leadership will help build momentum for term limits reform throughout Maine. Baldacci said people across the political spectrum recognize that Washington needs reform and described congressional term limits as a commonsense reform that can help restore trust in government and ensure public office remains a public service. The practical implication is that Maine becomes a more active front in the national term limits campaign, with an experienced officeholder making the case to voters statewide.
