On The Mark Management Launches OTMCS, Consolidating Specialty Trades and Operated Equipment for General Contractors

On The Mark Management, Inc., a commercial general contractor, has launched On The Mark Construction Services (OTMCS), a division that delivers specialty construction services and operated equipment to general contractors, property managers, and facilities teams across Northern Virginia, Maryland, and the District of Columbia. The launch, announced from the company's Fairfax, Virginia base, introduces a model OTMCS calls wet rental: every piece of equipment deployed arrives with a trained, certified operator, and every service line carries its own crews. For general contractors, this replaces the usual arrangement of separate subcontractors for scanning, cutting, drilling, hauling, and equipment rental, where scheduling and quality risk often fall on whoever coordinates them.

The significance of the announcement lies in its potential to simplify procurement and reduce risk for general contractors. By bundling eight service lines under one vendor, OTMCS aims to eliminate the friction of managing multiple subcontractors, each with their own timelines and compliance requirements. Mark Tiahrt, President of On The Mark Management, Inc., explained the rationale: "When you rent equipment and staff it yourself, you inherit the operator problem, the compliance problem and the scheduling problem. We built this so a GC makes one call, and one crew shows up that can scan the slab, cut the opening, core the penetration and haul it out. And once they see we can put the pipe in the ground too, not just make the hole, the scope gets bigger on its own."

OTMCS launches with more than 30 pieces of equipment across eight service lines. These include GPR scanning for non-destructive subsurface locating of rebar, conduits, post-tension cables, and voids before cutting or drilling; core drilling from 1 to 24 inches through walls, floors, and ceilings; saw cutting for flat, wall, and wire sawing in concrete, asphalt, masonry, and structural steel; sewer inspections and hydrojetting for CCTV diagnosis and high-pressure clearing; spray foam insulation for open- and closed-cell systems; excavator and skid steer services with operator included for grading, trenching, and demolition; boom lift services with articulating and telescopic lifts to 135 feet and OSHA-certified operators; and flooring, coatings, and underground work including epoxy and ESD flooring, floor demolition, waterproofing, and underground cable pulling.

The division also offers in-house architectural design, issuing permit-ready drawing sets and self-performing the trades it draws. This capability allows OTMCS to take a scope from drawings through to finished work rather than handing it off midway, further reducing coordination burdens for general contractors. OTMCS serves commercial renovations, tenant build-outs, government facilities, data centers, and new construction. It holds a Virginia Class A contractor licence and carries $2 million in general liability coverage with workers' compensation. The division states same-week availability and a two-hour quote turnaround.

For an industry where labor shortages and scheduling delays are persistent challenges, OTMCS's integrated approach could offer a compelling alternative. By providing operated equipment and specialty trades under one contract, the division reduces the number of vendors a general contractor must manage, potentially lowering administrative overhead and improving project timelines. The wet rental model also addresses compliance concerns by ensuring every operator is trained and certified, which can mitigate safety risks and liability exposure. As construction projects grow more complex, particularly in data centers and government facilities, the ability to source multiple specialty services from a single provider may become increasingly attractive.
