OPEC Fund Provides US$50 Million to SeABank to Boost Small Business and Climate Finance in Viet Nam

The OPEC Fund for International Development (the OPEC Fund) has announced a US$50 million loan to Southeast Asia Commercial Joint Stock Bank (SeABank) to expand financing for small businesses and climate-focused investments across Viet Nam. This loan is intended to help SeABank increase lending to micro, small and medium-sized enterprises (MSMEs), which account for roughly half of employment in Viet Nam but continue to face a substantial financing gap. Additionally, a portion of the funding will support investments in energy efficiency, green buildings, rooftop solar, and electric mobility.

The new agreement strengthens the partnership between SeABank and the OPEC Fund, which began in 2022 with a first loan supporting local SMEs, including women-owned businesses, and climate projects. OPEC Fund President Abdulhamid Alkhalifa emphasized the importance of small businesses to Viet Nam's economy, stating, "Small businesses are central to Viet Nam's economy and an important source of jobs and growth. This financing will help more companies access the capital they need to invest and expand, while supporting practical climate solutions that can strengthen competitiveness and resilience."

Le Thu Thuy, SeABank's Vice Chairwoman of the Board of Directors, noted, "This financing marks an important milestone in our partnership with the OPEC Fund, reinforcing SeABank's commitment to inclusive and sustainable growth. It also advances our role as a financial intermediary in mobilizing and channeling international capital to support Viet Nam's sustainable development priorities."

The OPEC Fund's loan comes at a critical time for Viet Nam, where MSMEs are vital to economic growth but often lack access to affordable credit. By channeling funds through SeABank, the OPEC Fund aims to bridge this gap while also promoting climate-friendly investments. This dual focus is essential for Viet Nam, which is highly vulnerable to climate change and has set ambitious targets for reducing greenhouse gas emissions.

SeABank, a leading commercial bank in Viet Nam, has been actively seeking international partnerships to enhance its capacity for sustainable lending. The bank's collaboration with the OPEC Fund enables it to offer more competitive financing options to businesses that prioritize environmental sustainability. This initiative is part of the OPEC Fund's broader strategy to support sustainable development in partner countries. By financing projects that combine economic growth with environmental protection, the fund aims to create lasting impact. The US$50 million loan to SeABank is expected to catalyze further private sector investment in Viet Nam's green transition, benefiting both businesses and communities.

The announcement underscores the growing importance of international cooperation in addressing climate change and economic inequality. As Viet Nam continues to develop, partnerships like this one will be crucial for ensuring that growth is inclusive and environmentally sustainable. The OPEC Fund's support for SeABank reflects a shared commitment to building a resilient and prosperous future for the country.
